The trouble is probably a combination of several things:
1. The political leaders are usually technically incompetent. Legal training may be ok for performing crooked deals and conning everybody, but no good in deciding anything technical.
2. Their lackeys are only interested in getting on in their careers, and, as they move around every few years (the any mnagaer can do anything mentality) then they know any cock-ups will not effect them. they do not therefore plan whta thye want properly, and try and alter the system after agreeing a price.
3. The firms supposed to supply the systems are "optimistic" and putbin a low price to get the business, and think they can always get an increase later.
A solution would be to not allow any increase in the cost of the contract, other than inflation, and to make government employees and elected members more responsible for their decisions.

As for the Lib Dems I can see them being swallowed up into the Tory party. It happened with the Liberals and Social Democrats. They are just another Tory party anyway.
