This wasn't fiddling it was fraud, he manufactured false invoices to increase his expense claims. If the ordinary businessman does this to defraud the inland revenue or customs & excise then the odds are they end up in jail.
If all criminals could hand back the money and say sorry and that was the end of it, we would have no need for jails, there again jails are not for the likes of him. Well not for more than a couple of weeks anyway.
