What gets you mad about all of this is, because of the lack of willingness by the water companies to invest in the needed infrastructure most of this water will flow straight into the sea. Next week they will still be proclaiming we are in drought.

We seem to have one now according to an expert on the radio, a water company on the south coast can sell to a water company in Scotland by displacement.
The seller shoves water into a neighbouring region which displaces water into the next region, and so on until the buyer receives it and puts it into storage.
In reality it would probably work about as well as sending the message "Send re-enforcements, we're going to advance".

With all the leaks on the way after about three displacements there probably wouldnt be much left anyway.
