18 people sounds way too many for anything less than a coach.

The Ford Excursion is usually offered as a 14 seater. If you have to cram people in then the luxury element would be lost.

The limo was supposed to have been a bus...

"One victim's relative said the hired limo was a replacement for "some kind of bus" that was supposed to take the group on a tour of wineries and breweries for Amy's 30th birthday party.
The family member told the Washington Post one of the victims sent a text before the crash, saying the limo "appeared in terrible condition".

The vehicle was from 2001 and they don't have MOTs over there do they?

I looked it up and found it is complicated and varied. I get the impression that emissions are considered more important than vehicle condition.

New Jersey—annually for commercial vehicles (including taxis, limousines, jitneys, and buses), effective January 1, 2010. Passenger vehicles are exempt from safety inspections, effective August 1, 2010.

New York—annually. Color of sticker changes annually. Newly registered vehicles with a current inspection sticker from another state are exempt until the out-of-state sticker expires or for one year after registration in New York, whichever is sooner. Vehicles registered as farm vehicles are exempt. Stickers are placed on lower left corner of windshield.

Update on the BBC...


A limousine that crashed and killed 20 people had failed an inspection and should not have been on the road, New York Governor Andrew Cuomo says.
Mr Cuomo also told a news conference that the driver did not have the appropriate licence for it.

I suppose he gets away with manslaughter X 20. In the US that might mean 200 years in jail ?

He died in the crash so I suppose he has already got away with it.

4 of the dead were sisters.
