I know how it can happen but I've never heard of putting one's whole name and address, it's usually just the postcode.
If he pays the fine does that mean the car now belongs to him?

I take issue anyway with whole concept, it seems the owner of the untaxed vehicle just gets an £81 fine. What happened to taking untaxed cars off the road and crushing them?
