John I think it's more a case of doing away with more and more services, so that they can do away with more and more staff.
Sometimes I think Brum is run by Manchester council. That would explain a few things.

It's only a fire. It's stupid, pointless and dangerous.
It produces fumes and smoke, making the lives of local asthma sufferers worse, creating a smog like atmosphere and a stink that last for days.
Ban fireworks and ban bonfires of all kinds.
Can't police the ban of course, can't even police the current curfew of 11pm, so the local scum will still be setting off fireworks round here, from now until February, at one o'clock in the morning.
