I gather the Council is looking to outsource to India much of it's internal paperwork with the consequent loss of jobs so the building might be up for grabs sooner than you think. Those deemed necessary to remain to handle affairs this end could be accommodated in a smart prefabricated building erected in the Cathedral grounds. (Painted in a faded green to fit in with the surroundings of course.
