Suspected of Speeding?

Midland Comic Frank Skinner was stopped on Tower Bridge in London and given a breath test. He passed the test as he hasn’t had an alcoholic drink for 25 years so he was allowed to continue his journey. Nothing wrong with that you say, and I agree with you.

It’s what he was pulled over for I can’t understand “suspected speeding”. How can you be suspected of speeding you are either speeding you are not speeding.

So if it was not Frank Skinner and just an ordinary member of the public would he have been charged with suspicion of speeding?

Perhaps they did an average speed between two points sort of calculation and they are still working it out.

In todays local comic (The Argus) 600 drivers were caught speeding on Sussex roads in 5 hours, 20 doing over 100 mph.

I know that police can't do random breath tests and that they have to have a reason to pull a driver over. The most often used is "the car was wandering and crossed over the central road markings on several occasions" Most times when charged with drink driving the original reason for stopping the car is forgotten. Though I am afraid that suspicion of speeding is the weakest reason I have heard yet.
