Am I missing something here, a one year old girl dies after being sexually assaulted by her father and no charges are forthcoming.

From what I've heard it would seem that the local police might have made such a cock up , losing evidence etc, that it might have been difficult to prove in a criminal case in court, I'm assuming the father is not a politician, ex policeman or mason, in which case the reason would be obvious
