According to the hopelessly inaccurate BBC report, people reported seeing a man with a knife and an axe but later they still needed to report a later disturbance.
This seems to indicate that the police didn't bother to investigate the first reports, what were they waiting for?

If this does happen, the government will have to finance the Police correctly and make them do the best job possible. you can't starve the Police of funds, make Officers retire early and make redundancies without dire results.
