It's just the kind of knee jerk reaction you should expect from people like boris. But I don't know what the answer is in the long run.

I don't quite see why so many people seem to have condemned this idea. If you rea dthe words in the story, as opposed to the headline , it says that thia would only apply if you had not previously informed the government. this would eliminate all those with a good reason to go there, like nurses, aid workers, newspapermen etc.
