On the cheap because he isn't a flight risk. Probably true given how easy he is to identify.

If you took away his feet he'd be even less of a flight risk, though perhaps that would not be politically acceptable

It seems our legal systems are very fair.
No matter how evil, selfish or greedy a person is they still get treated just the same as the most innocent of us.
Without Prejudice I believe it's called. It's about time we operated a system of extreme predjudice and make it clear that we won't tolerate them or their activities.
