This all sounds very fair to me.
Just one thing, I will only pay if they come round and ask me for the money in person.

Now it turns out that Mr Zahawi has been claiming for electricity used in the stables at his second home.
What sort of second home is this?
Surely the reason we pay MPs this allowance is because by voting for them we are obliging them to travel a lot and so they need a second base to eliminate unnecessary travel?
It need only be a bedsit, so how do they get away with having a country estate subsidised?
He was quick to correct the overcharge, perhaps the possibility of prison looms large.

I have said for a long time now that when an MP takes on a home in London all that need happen is that the Government buys it and maintains it. At the end of the Member of Parliaments tenure and he or she ceases to infest the House of Commons they move back home and the Governments Estates office sell the dwelling at its proper market value. Who knows the country may even profit from this. But at least every maintenance charge would be logged.
Too many of our MPs Lords and Councillors have shown what a bunch of thieves they are.
I would like our elected representatives to sign up to a code of conduct, anyone breaking this code just once would be sacked.

A very good idea, and in addition they could be used to emphasise the beliefs of the relevent party. Thus conservative members, with their kean interest in promoting FAMILY life, would not be allowed to entertain young ladies. This, of course, might encourage MPs to throw off the reins of the parties and turn in to independents

The government estates office is set up and could do this now. Any property any MP chooses of whatever value could be purchased by the state. Whene the the member retires from office the property would return to the estates office and sold at the full market value maybe even with a profit.
The member concerned could even stay there if he bought the place, I may not have mentioned this on BT but have held this view since our elected representatives were caught misrepresenting us.
