It doesn't make sense for a government to have a referendum. No government wants to know what the people want, it would be an admission that they, the government, may not already know what is best for us.
On the other hand the opposition, who are not in a position to hold one, are bound to want a referendum unless the government suggests it first, in which case the opposition are now against it and the government have an excuse not to hold one.

I don't think any of the governments that we have had since we joined the "Common Market" have wanted to give us a referendum. I still believe this one won't. Cameron is saying now what he said before the last election. I think the only pre election promises he has kept are the ones about cuts. Even when Harold Wilson gave us the 1974 referendum it was about remaining as part of a common market and not a European Union.
